With the 11 TPE added, his totals before regression were 967 TPE and 32 TPE banked. His regression total would be 967 * .25 = 241.75 which rounds down to 241. With 210 TPE removed from the attributes, this would leave 31 TPE to be removed from his bank, so he would actually be left with 1 banked TPE after this regression. And his new TPE total would be 726.
