If anyone know the rules, it would be a former Commissioner. When I created, I was at BWestfield's house and the FIRST thing he did was post in the IP thread. So, it does seem odd that Carson would fail to do this. Or that Kyle, who grasped this forum so quickly, somehow never saw the thread at all to post in it. The thread isn't exactly obvious to find if you don't seek it out, so the fact that he didn't come across it wouldn't be that unbelievable. It also makes sense that Carson wouldn't tell him about it because he seemingly wanted to hide that Kyle was associated with him in the slightest.
