NOTE - If Howard Miller is on the Baltimore roster in S14 the Cap Space goes back to Colorado.

Yessir sorry. We wanted to make an annoucnement on it ASAP because of the sims and DCs.

Specific reasoning was a little split. Majority of HO had issues with the 20m of cap space movement resulting in competitive balance issues. Some also felt like the conditional was in the ballpark of collusion/tampering.
