Your Hands would actually be at 65 after this update since you were actually at 60 Hands rather than 61 prior to this update. It looks like the last time you updated Hands was on your August 27th update when you got it up to 60 and then in the following update you had it listed as 61 without adding any TPE to it, so its actual value was still 60 and it hasn't been updated since then.
