I'm pretty sure it was in the rulebook previously and got missed on a re-write. We discussed how we could use Holloway when he was on the team and determined it was not legal to play a QB at RB.
Yes I agree everything should be stated in the rule book, we couldn't find it specifically at the time but we're aware it was prohibited. We can't expect everyone to know that, but I'm sure the simmers would not let that get to a game anyway.
