National to who? There's no reason US locations should be given privilege over others in this league. That being said, this has only happened twice. I'm sure a location from the United States will have its moment.

Last season qWest submitted but it didn't make the cut compared to the other submissions (which is 2 Italian and 1 Indonesian), so the committee clearly knows what standards they are trying to achieve and makes sure that each is upheld according to the prerequisites. If you really want a US-based submission to succeed, you could partner up or make one of your own, really.
