I'm not against adding punishments for plagiarism, but I am against adding them right now. If plagiarism becomes a problem, I can see punishments but we're just jumping ahead of ourselves right now with it.
Overcomplicating something that doesnt need to be complicated yet.

But why be against adding it now? I'd rather be proactive than reactive. It's popped up from time to time and is something we all agree is wrong. What's the benefit to waiting?

I got a big plagiarized article coming up of course. Have to wait until it's posted!
Not really though. I'd say the overwhelming majority isn't looking to take advantage of not having a punishment for it. Having a punishment is unlikely to actually stop anybody that was going to do it from doing it.
Adding it in now forces HO to find a fair deal and talk about it when their plate is already usually pretty full. Basically, why put in the work in deciding now when it might not even be needed? Again, most people either aren't going to take advantage, or a punishment isn't going to stop them from doing it anyway.
