Their GM will have to roll a d20. If he rolls a 10 or higher, no punishment. If he rolls a 5-9 they lose a round 1 pick. If he rolls a 2-4 they lose all draft picks for the next 2 seasons. If he rolls a 1 the team is folded.

Yes, if you have previously gone 0-14 in a season you get a -20
