If I were an expansion GM, Id gladly take this guy top 2. Then hold him for a ransom from the Otters. If they don't want to pay it, I'd gladly do it again next season.
This announcement hurts the Otters leverage to get him more than anything else.

I would just hope the Otters would be willing to pay fair value for someone who is considered one of the top prospects in the draft. Not really best for the league to have rookies demand what team they want to play for. I would gladly draft him and trade him to the Otters, but I wouldn't let them get him for free. That's what would ruin the league....

But then you waste your first round pick and the Otters just take somebody else. Not sure how your team wins in that scenario.
