That's not accurate at all. The base builds start at 0 TPE and you spend your starting 50 or whatever on top of the base build. So by taking those down to 1 he was removing points that were never actually TPE and claiming them as TPE.

Allow me to answer the would he have been as good questions.
This mistake cost him 1 endurance and 5 agility when I corrected it.
So yes he would have been exactly as good as he was without those ratings. Alright? We good here?

5 agility is quite significant when he took over the lead in PR yards in that span

You do realize that the base builds start with actual stats and not 0s, right? And we have an update scale that states 0-50 is equal to 1 TPE per point?
All starting builds have a "starting TPE" point, and 50 more points you get to add for free. Meaning, his build has the exact same amount of TPE any other player of that archetype had (not all archetypes start at the exact same base amount), even though he got the first ~4XX+50 for free...

Players don't start with 450 TPE though, they start with 50 unapplied to apply to a bse build and then earn more. You can only spend TPE you've earned, so if you add up all the TPE spend on attributes above their base value, it would be more than 50 TPE + all his TPE earned - regression.
That base build isn't actual TPE, you start at 0 total. He treated it like TPE but he was taking away TPE that he'd never earned.
Edit: His TPE total on his player page says he has 612 TPE. But if you add up all the TPE spent on attributes, he's spent 657.
Strength: 30->60 (40 TPE)
Agility: 70->80 (50 TPE)
Intelligence: 50->66 (32 TPE)
Speed: 65->95 (235 TPE)
Hands: 60->86 (130 TPE)
Endurance: 60->90 (170 TPE)
40 + 50 + 32 + 235 + 130 + 170 = 657
