They aren't going to get him in the fourth round per say, so in the situation you presented, getting friends to sign up, it wouldn't quite work because you don't have five first round picks to take five o lineman who are friends. Clegane isn't going to fall out of the first round and be a huge steal because of this. It's pretty much written into the rules that a holdout is accepted. Sure, if the third round comes around and he gets selected by a team and the Otters had 2 chances to pick him up, too bad so sad. But if he goes top of the first round and doesn't want to play for that team it's completely within his rights as a player to refuse to play. If he doesn't sign he doesn't play, he can't earn TPE, and he goes back into the draft for the next season, possibly to repeat all over again. He's just making his intentions known to the league so they can weigh the risk of possibly spending a top pick on a guy who will go inactive and/or possibly become a locker room tumor. That's not unheard of in the sports world. Maybe they draft him and nail a killer trade with the Otters and it works out. Maybe it doesn't and they wasted their first pick on a big risk, or just to spite him. But to say a player can't control their own destiny and decide whether or not to play, no matter how selfish the reason, is against the spirit of the rules is ridiculous. He is dedicating his own time in hopes of getting some entertainment and enjoyment in return, and if he doesn't expect to get that enjoyment because of the team that drafts him, then why should he be expected to waste him time here? Let him go quietly into the night and the league moves on. Leagues have drafts for a reason, otherwise all of the good players can just decide to team up.
