Due to a bank error, your bank account had 45M deposited instead of the 4.5M of your contract. This means that you don't have money for Tier 6 Equipment.
Considering this was a mistake made by the Bank, i've now changed that purchase into a Tier 2 Equipment purchase (the one you had money for), meaning that instead of 30 TPE, you only get 10 TPE.
Since your TPE count was "616 TPE total with 6 TPE banked", if we remove the 20 extra TPE it leaves you with 602 TPE to use, and none banked.
So the next 14 TPE you get going forward is to make up for that difference.
(PigSnout, don't want to impose a solution with your updates, let me know if you want to do this differently)

Sounds good, though wouldn't the new total actually be 596 rather than 602 since it was 616 and 20 is being subtracted?

@Gwdjohnson As mentioned in the posts above, you were overspent by 20 TPE in your previous update due to a banking error. You had 6 TPE banked, so that can be removed and you would only need to remove 14 more TPE. I was going to just remove that 14 TPE from your update this week, but since you didn't have an update this week I'm going to have to roll that TPE back from your update last week so that you will have a legal build heading in to the new week. The cleanest way to do this would be to remove 4 TPE from Strength (65->63) and 10 TPE from Hands (86->85) to avoid creating any fractional values. So I will remove the 6 banked TPE, set your Strength down to 63, and set your Hands down to 85, so you will now have a legal build at 596 TPE for next week and you will just be able to add TPE regularly whenever you update next.
