So, if Westfield has spent 2 seasons with, say, 37 less TPE in blocking and tackling, wouldn't the fairest penalty be to spend one season with 74 less TPE available for useful stats?

but the thing is, the RULE hasnt changed, the PRECEDENT has. The rules are not subjective, punishments and precedents? certainly. If you think thats sketchy, you have a right to that opinion, but thats how most of this stuff works. Its a precedent that was set by 5 people no longer in charge almost a full year ago. You also have to look at the relative precedent overall. The ruling was put back to 50 TPE and suspension for the rest of season, but the actual effect of the ruling was removal of all unearned TPE and suspension of 4 games. Thats still different, but the precedent hasnt changed a ton, just really got rid of the suspension part

For what its worth, I wish the CarmelGate ruling never happened, it was a crappy thing for the league

well, its been a while since i studied law or languages, but im pretty sure precedent can't change.
like... that's the point. it's literally "what came before". you can't change the past.

anyway, if the rule the precedent was set referring to has not changed, as you claim, and the circumstances of this offense are sufficiently similar, then the precedent should be followed to maintain consistency. otherwise, any accusation that one of the cases has not been treated fairly is entirely valid (and accurate, for that matter)... which im pretty sure is the entire point here -- and not "omg westfield iz cheeting! banzor! punish teh ottars!" -- apparently, everyone has missed that.
