I genuinely don't know. I've been gone for two offseasons now and am not sure where each team is at. At a glance, the Yeti and (former) Legion are finally improving.
The Liberty have put together a good team, and I definitely like being on the team that can take down the Otters, or at least give them a challenge. I looked up the last one and it was a one possession game. That's pretty awesome. I got an interception as well, too, even if they did pass all over us. In short, I am high on Philadelphia. I guess it's more that I want to see what some of these other teams have done and are doing before I rule them out.

Oh, I get that I would be hated, but legally, I have the most room to work. People hate you for killing dogs, too, but the legal penalty for killing the world's best dog (which is my dog, Bandit) is still lower than killing the least-liked human.
