Does this mean Bal is allowed to talk to Beaver and nunc throughout S13? Or, does it mean they are NOT allowed to, but a team other than COL would have to come forward with proof?

we are allowed to talk to them throughout s13. Its basically like the GMs gave us permission to talk to them
