*S14 Rule Proposals - Daybe - 03-15-2019

@bovovovo usually does this but he ain’t a ho no mo.

1) Late Joiner TPE to help bring users who join at an inefficient time up to speed. Starting the week after Ultimus Week PT closes, late joiner users receive:

week 1 - 7 TPE (AC + half of Ultimus)
week 2 to the deadline - 6 TPE (AC + Trivia)

Reasoning:
The reason I propose this as an amendment to the old Late Joiner proposal, is for a few reasons. First of all, creating at deadline should be the best option. While I'm for helping to even the playing field, there should still be a nice advantage for anyone creating early. Secondly, the difference between creating at the deadline and creating post Ultimus is very small. The spirit of this rule is so that new players dont fall behind, and if thats the case, there isnt a need to help out guys for that small period I would say. Lastly, the reward for a person waiting till post ultimus to retire is that you get your player to play an extra season. That is a big reward in itself. I feel like for someone to do that and still get their TPE reward would be silly to allow.


2) Remove the following rule from the rulebook:
Quote:TPE may be redistributed once per season. You may redistribute up to 50 TPE a year, once a year, for 100k per TPE (maximum of 5m). Once you have done it in a season you cannot do it again until the next season, and you cannot go into debt to pay for this transaction, you must have all the money available in some way in order for this to be done.

(This rule undermines and essentially ruins proposals like Oles' QB proposal above, or any future ruling about editing position or archetype switches. It should be removed immediately)


3) 22 Character limit on names


4) Provide positional (applied) TPE boost to players in the OL position so that they can be feasible in the NSFL.

Positional TPE would be applied at the beginning of the season and can only be applied while the player is an offensive lineman and is non-transferrable and holds no value if they position switch.

The positional TPE boost would scale appropriately to provide the real OL player a comparable fit for the team. A small committee would need to flesh out the details here, but a scaled system for OL would probably apply around 250 - 300 positional TPE.


5)Salary Cap Overhaul

A. Eliminate salary cap trading. It is difficult to evaluate from a neutral perspective and trading cap very much disrupts the parity of the league on a season-to-season basis.

B. Institute rolling salary cap. Salary cap left unused at the beginning of the season can be either rolled over into the next season, or given out as bonuses to players at end of season (as it has been). Teams can choose to forego rollover cap entirely if they want to give out solely 100% bonuses to reach the cap, or do combination.

- Salary cap is locked in for evaluation at the beginning of Week 1, defined as when the sim starts for Week 1 of the NSFL season (typically a Monday). Moving players to open up salary cap after Week 1, therefore, will not create extra cap to rollover. Bonuses can be given out, same as in the past, but rollover cap eligibility is determined by Week 1. Bonus money is directly subtracted out of rolling cap amount at 50% (giving bonus of $3M out of rolling cap of $8M means rolling cap will be $6.5M)
- Salary cap can be rolled over at 50% of capacity. So, if a team spends $65M out of a $75M prior to Week 1 of the season, then they are eligible to roll over $5M of cap to the next season
- The maximum amount of rolled over cap to the next season is $10M. If a team exceeds $10M in rolled over cap, it is rounded down to $10M (ex: spending $50M out of $75M is rolled over as only $10M instead of $12.5M)
- Rolled over cap cannot be rolled over again (ex: A team with an increased cap of $85M cannot roll over $5M after spending $75M), rolled over cap is always calculated using the "normal" cap amount of $75M


6) Cap redistribution to 32 TPE (full gear) Make it so you cannot redistribute in the same season as a position switch.

It seems people have found ways to get around the harsh QB position switch rules and this is one of them.


7) Eliminate OL as a position choice.
Current OL will be given the opportunity to stay at that position, or given a free position switch.


8) Basically this rule from PBE


9) Just keep all contract maximums at 3 years in length, just because theres really no need for extra long contracts, just makes using the sheet worse, theyre only ever used for memes, and theyre never carried to their full length

The NSFL didn't have a single player created OL for about 6 consecutive seasons. Everything functioned just fine.

Hell freaking no to 7, who would even propose that. Whose to say you can't play a vital position that takes up almost half of the entire offensive roster??? I don't understand this league sometimes...

@ValorX77 adding on to this, the S7 and S8 NSFL champions were Gunslinger and Mobile, respectively. They went 10-4 and 11-3.

I know I'm new so probably shouldn't rally comment on league rules and such but I think if you have an influx of people coming in now, a few of which are playing OL and expect to do another reddit drive soon I'd imagine OL participation will increase. Just seems silly to eliminate an important position like that. For what it's worth I almost became an OL.

We have bots playing OL at both levels. There is no “need” for OL creates.
