S16 Rule Summit Results - manicmav36 - 06-27-2019
With 15 members eligible to vote, 11 votes are needed for a rule to pass. Unfortunately, only 12 voted. More on that later.
1) Retirement reform
When retiring from the NSFL to qualify your player for HOF eligibility you must file a NSFL-621(Retirement form).
Example.
Player Name: Mo Berry
Regression Season:S15
Team uniform used for HOF induction: Colorado
Last season played: S27
Awards and Accomplishments:Best kisser S15
Not only does this clean up retirement threads but also lists out reasons you should be voted into the Hall of Fame.
2) Allow purchasing of PT passes for some prohibitive amount of money (maybe like 25M? no idea)
This is mainly so I don't have to do PTs anymore, so maybe just an amendment for event head/draft GFX people. I can hash out details in an edit if requested
3) Allow GMs to purchase ONE Defensive Lineman bot (either DE or DT) each season. The pricing for this bot will be the same as O-Line, but the bot can only be 50 TPE or 150 TPE.
4) Pro Bowl Changes:
Remove the DTs and DE position and replace it with four universal DL (DEs and DTs almost always play out of position).
Limit the DB position to include at least two of each position (CB and S).
Add one flex position on offense for players that play out of position.
Remove one LB slot and add one flex position on defense for players that play out of position.
(NOTE: Flex spots can also be awarded to a player that played really well but just barely missed the cut)
5) Eliminate agents. (Anonymous GM suggestion)
6) Make Pro Bowl ballots secret. (speculadora submitted this late and deserves ridicule.)

Rule 3: 8/15
Rule 4: 11/15
Rule 5: 2/15
Rule 6: 2/15
Rule 4 was the only rule to pass.

They're a secret from the public, but GMs and HO can see any ballot that's been submitted.

I’m a big fan of 1 and 4 - I feel like 1 would help reduce HO work when hall of fame voting comes around (though I suppose they’d have to verify a player’s claims). Glad to see 4 pass, though I might be biased as a receiving back... the requirements about safety vs cornerback are really nice though

My biggest issue with #1 is this, I'm going to use Ballerstorm as an example.
Ballerstorm went Inactive during his tenure here, but his player was 100% deserving of Hall of Fame. So, his player should not have gotten into the Hall of Fame because he went Inactive? Silly.
Same with people who could have had medical issues / emergencies. Just because someone disappears, but their players had such an amazing career doesn't mean they don't deserve Hall of Fame.
