S20 NSFL Rule Summit Results - Eco - 01-14-2020
With 16 members eligible to vote, 12 votes are needed for a rule to pass.
1) Mandate positional eligibility for awards! ex: All Safeties playing at LB are disqualified from winning DBoTY, and are only eligible for LBoTY
2) If the league is deemed uncompetitive, allow a "vote of no confidence" And if over 50% of all GM’s approve, either a conference realignment or a Redraft of all eligible players
3) Change rookie tasks to allow each user to complete them once (as opposed to the current system that only allows newly incoming players to complete them). This can still only be done for a single player created by the same user (i.e. you CANNOT complete the tasks for a player, retire that player, create a new player, and try to complete the tasks instead).
4) Awards Voting Reform
- An awards committee will be established, serving to put together a ballot for GMs to vote on.
--- Primary responsibilities would be selecting a handful of players at each position and assemble a voting form - complete with stats - that GMs would then use to vote.
- Award ballots will have 1st/2nd/3rd place votes for all awards. This would help to eliminate any tie breakers and give more robust outcomes.
--- Weighting for each place could be up for discussion, but for the sake of this proposal: 1st = 3 points, 2nd = 2 points, 3rd = 1 point
- The awards committee would be constructed of one member from each team, nominated by GMs
- All ballots will be made completely public. I would envision an announcement similar to pro bowl voting. As part of this we could also post the award winners on the forum after the stream on Twitch as I've seen a handful of people ask about that.
5) Create and implement a system in which users who have made incredible contributions to the league can be inducted into the Hall of Fame.
6) Create two free agency singing periods. The first will last from the end of the Ultimus presentation until the beginning of the pre-draft. Free agents will then be ineligible to be signed until after the draft presentation is aired.
(This will allow players to pick a path that works for them and allow GMs to make informed decisions.)
7) Each department head (including HO) will be responsible for creating and maintaining an internship program for that department and job group.
(This would allow league members the chance to try out jobs they may be unsure of and allow various department heads to get more application sand test out more people who otherwise may not have tried)
8) FS and SS are not allowed to play at LB.
The speed advantage that SS and FS have over LB is too significant and leads to ridiculous statistics. See D'Attoria and Grithead as prime examples.

Rule 8: 12/16
Rules 1,4,5 and 8 have passed. Rules 1 and 8 will be added to the rulebook and will go into effect next offseason. Work towards accomplishing rules 4 and 5 will begin soon with no timeline as of yet.

Still nice to see some founders-esque hall of fame, the league surely wouldn't be here without all the great people that helped it over the years.
