Hello everyone,

The S23 NSFL Rules Summit has recently come to a close.  GMs and Head Office members were encouraged to submit proposed changes to the rulebook, and those same individuals then voted on the proposed changes.  With 19 eligible voters (one representative from each NSFL team, five Head Office members, one simmer, and one league owner), a proposal needed 13 "yes" votes in order to pass.

Below is the full list of proposed rule changes and the final voting results for each.

1. Remove Rule V.D.2: "You cannot be both MVP and OPotY/DPotY in any given award year."

2. Split Pro Bowl DL into DE (2) and DT (2).

3. Anyone with access to the sim file early (simmers, backup simmers, streamers, HO members, etc.) are not allowed to sim test for their team.

4. Defensive players should be restricted to their position group and not allowed to play outside of it.

5. Form a Hall of Fame Committee comprised of league vets to vote on the Hall of Fame ballots.

6. Move to a sixteen (16) game schedule.

7. Eliminate the ability to trade for cap space.

8. Change the language of accepting/declining options simply to "Stay with the team" and "leaving the team."

9. Instead of five separate nomineees for OPotY, DPotY, and MVP, have one total MVP vote with ten (10) nominees: five (5) from offense and five (5) from defense.

10. Award Committee rules changes:
Part 1. A player's position in terms of eligibility for awards will be decided by the following:
  • The FL position will be considered the "Flex Position," and is a position unique to itself.
  • A player must be listed as the starter at a specific position on the depth chart at least 60% (3/5) of the season.
  • A player must NOT play outside their listed position during anytime throughout the season, UNLESS they play in the FL position OR the FB position (not the designation).
  • A player can only be eligible for one position in terms of positional awards.
Part 2. Players that are determined to be inactive by the end of the regular season cannot be nominated for awards, regardless of stats, unless their GMs notify the committee of extenuating circumstances resulting in said player being IA.

11. The votes of those who participate in the following will be public: Rules Summit and League Punishment.

Proposals 2, 5, 6, 8, and 10 have passed.  They will be added to the rulebook next offseason.

Also 16 games hype, always hated 13.
