S28 Rules Summit - iStegosauruz - 03-22-2021 The S28 ISFL Rules Summit has recently come to a close. GMs, Head Office members and Department Heads were encouraged to submit proposed changes to the rulebook and league procedure. With 21 voting members (14 teams, 5 HO members, 1 league owner, and 1 simmer), 15 votes were needed for a proposal to pass. Below is the full list of proposed rule changes and the final voting results for each. 1. Change Rule IV.A.8 from "To be particularly clear about regression: All TPE earned must be put in your update thread before regression, as it will count towards regression. Any TPE not put in your update thread at that time will be considered void." to read instead "To be particularly clear about regression: All TPE earned prior to regression must be put in your update thread before the update immediately following the posting of the regression thread, as it will count towards regression. Any TPE earned after the regression thread is posted is post-regression TPE and need not be regressed. Any TPE not put in your update thread at that time will be considered void and cannot be claimed." 18 For - 3 Against Rule Passes 2. Players that position switched the previous season, should not be eligible for Breakout Player of the Year, the next season. 17 For - 4 Against Rule Passes 3. Restricted Job Families ![]() 12 For - 9 Against Rule Does NOT Pass 4. If expansion is to be announced and an expansion draft is to take place in the off-season, expansion must be announced prior to the end of the week 7 stream. This rule is implemented at the start of the S29 season. 15 For - 6 Against Rule Passes 5. Realign ISFL conferences to become North/SouthMove Sarasota to the ASFC and New York to the NSFC, making the ASFC the "southern" conference and the NSFC the "northern" conference. Maybe rename them? Additionally, this would set the boundary for conferences at about 38N, meaning just about all of Europe would be in the "north" and Asia in the "south" if an internationally based expansion were to occur. 4 For - 17 Against Rule Does NOT Pass We also conducted a special rules summit addressing some issues impacting both the DSFL and ISFL. With 33 voting members (14 ISFL teams, 8 DSFL teams, 5 ISFL HO members, 4 DSFL HO members, 1 league owner, and 1 simmer), 23 votes were needed for a proposal to pass. Below is the full list of proposed rule changes and the final voting results for each. 1. Head Office and General Managers should be voting on all awards and Pro Bowl. 13 For - 20 Against Rule Does NOT Pass 2. Conduct Detrimental to the League ![]() 28 For - 5 Against Rule Passes 3. When a player position switches the ISFL and DSFL GMs that own the players rights must be tagged in the switch. After 48 hours the position switch is finalized. (This rule does not affect DSFL players in that year's draft class since they do not have ISFL GMs yet). 24 For - 9 Against Rule Passes 4. If a rule proposal is voted down, it cannot be added to the ballot again the following rules summit. 7 For - 26 Against Rule Does NOT Pass 5. ISFL User Base Votes ![]() 10 For - 23 Against Rule Does NOT Pass 6. Vote Splits ![]() 14 For - 19 Against Rule Does NOT Pass 7. DSFL GMs may not suggest or encourage any send-down player under contract with an ISFL team to position switch without first obtaining permission from the send-down player's ISFL GM. Any violations of this rule are to punished at the discretion of the Head Office. 25 For - 8 Against Rule Passes 8. Punishments Clarification ![]() 29 For - 4 Against Rule Passes 9. Raise the upper echelon of graphics pay rates. Make a 4/7 worth $2M (equivalent to 1189 words), 5/7 worth $3M (equivalent to 1723 words), 6/7 worth $4M (equivalent to 2283 words), and 7/7 worth $5M (equivalent to 2637 words). Given the fact that 7/7s are given so rarely anyways, they should be worth the time and effort put into them. This will also further incentivize new users to try and make graphics, as a decent amount of effort (4/7) makes them a good payday. 25 For - 8 Against Rule Passes 10. Transition awards back to the point system again. 11 For - 23 Against Rule Does NOT Pass Code: ISFL Rules 1, 2, and pass. Rules 1 and 4 will be added to the rulebook and will go into effect during the off-season. Rule 2 will be added to the rulebook and go into effect at the award committee's discretion. RE: S28 Rules Summit - qWest - 03-22-2021 Funny to call it punishment "clarification" when it's just finally seeing an official ruling behind the decision that HO just made up to ignore the old rules about suspended players being ineligible for play. Still stuck in my craw, but at least the issue is fixed. The scariest part of this rule is the idea that if I get suspended they'll take away my Dotts subscription. Also I thought we were done with seeing rule proposals about HO and awards voting sadge Putting conduct rules in is a huge win too. An overwhelming majority of the userbase does not have a direct vote in league matters, and seeing a proposal like this along with 9 joke votes to add it to the rulebook does not inspire much confidence that a large minority of the voting base takes their role seriously. Fortunately we have been given an offseason task that addresses this exact topic, so thank you to HO for giving us this type of platform for feedback. If you proposed or voted for this rule and simultaneously believe that a players' union type body is a farce, your position is untenable. Please reconsider using your exclusive ability to propose rules on a joke and instead solicit feedback for a proposal from other users as has been done previously. As the gfx head it would have been nice to at least have a voice in this. Or have been notified about it. Ok this was added as a joke on a whim because GM chat was having some fun. Didn’t expect it to make it to the official post but it gave me a chuckle. Half the GMs didn’t even know it was a joke by GM chat because they weren’t online. I proposed this based on my article from a few weeks back, should have let you know. RE: S28 Rules Summit - Memento Mori - 03-22-2021 To provide some additional context: Orange County voted 'For' the SD rule, not because we thought it was a good addition to the ballot or thought it was funny, but because that was the first option and I wanted to spend as little time as possible on it. Other GMs complained in GM chat that they had to vote on it. I assumed this joke wasn't going to make it to the actual Announcements post so I didn't bother putting it in the war room to discuss with the rest of the ballot. We also voted in favour of making our votes public, so if you want to know how we voted on anything else feel free to DM me. |
