PBEs method has been proposed here... twice I think? Hasn’t passed. Theres also been proposed limiting contracts to two years instead of three but that hasn’t passed either.

I remember it being proposed at the end of S7 and failing. And I'm not saying we need to mirror PBE, as that league is structured very differently, but it's too easy for a good team to be good, since elite talent is worth little more than a semi-active rookie.
