I agree that everyone staying for 15 is too many though. 15 should be an anomaly. So it seems like maybe the scale should be revisited.

The primary issue is how many of those seasons will see the player playing at 95% effectiveness. With 7 seasons to rack up 1200+ TPE and really only needing like 600 of it to be really damn good you end up with players just pulling TPE out of endurance and intelligence for the first few seasons of regression before dropping tertiary stats like tackling (only to build it back up during the season) or hands or whatever isn't as useful for their position. By the time they start to drop the primary stats they're down at 300 or so and it's been 13 seasons of high level play. So we either need to start regression earlier or have a very aggressive scale in order to make regression actually hurt before the bitter end.
