Including a Players Association

Question, if the job of the Players Association is to protect the players' interests from league power, why would the LEAGUE pay the officers?  Shouldn't players have to give up some of their pay, and have the officer salaries and other PA needs come from that pool?

None of this is paid by the league. These are not paid positions.
