Including a Players Association

EDIT: I don't really have a solution at present, aside from more guys (and gals) RP'ing as characters for whom contract size makes a big difference, or perhaps introducing new mechanics that make having money more important/valuable.

I was actually thinking of adding a minor TPE bonus to the highest few paid at each position. That would give players a reason to negotiate.
