Presumably this is because fewer kicks are attempted at that range with higher intelligence, so small deviations in accuracy appear larger. Intelligence itself probably doesn't have much (if any) impact on accuracy (as you suggest).
This theory would (partly) track with the numbers presented for most stat combinations in the first table at least. Though the numbers aren't really large enough to see if this is really the case I suppose. It would make some logical sense, too... which is another point against it because Wolverine Studios.
