Hello ISFL! As the resident updater head and author of the new position change rule that will go into effect as of this weekend, I wanted to explain how the position switch system will now work. Previously, you were able to move 50% of applied TPE from certain attributes to others while keeping 50% of TPE in place. This system was often confusing to all parties involved and became even more confusing after Traits were introduced. Therefore, a new rule was put into place by the voting parties of the league at the beginning of S32. The former rule and the new rule are both below:
Former rule:
D. Position Changes
1. One (1) time per career a player may choose to switch positions. If a player chooses to switch to a new position, they must have their highest level GM post in their respective GM area that the player is officially switching positions. If a player chooses to switch positions they or the team (from the team's salary cap) must pay $4,000,000 to make the switch. The player and team can also split the fee in some way. If a player changes positions, they will be allowed to move 50% of their total applied TPE to new attributes. No attribute may go over the maximum value allowed with the new build, even if it was above it before the position switch. When processing a position switch, the player must provide both builds on their update post.

5. Users who choose to make an OL may switch to another position without monetary cost one time in their career (in addition to free DSFL switch). Additionally, the user may move 75% of the total applied TPE as opposed to the traditional 50% (except for switches to QB in which the player may still only move 25%) This still counts as the user's one position switch in their career.
6. Users who choose to position switch from Kicker may move 75% of the total applied TPE as opposed to the traditional 50% (except for switches to QB in which the player may still only move 25%) This still counts as the user's one position switch in their career, and they must still pay the 4m position switch fee.
7. When a player position switches the ISFL and DSFL GMs that own the players rights must be tagged in the switch. After 48 hours the position switch is finalized. (This rule does not affect DSFL players in that year's draft class since they do not have ISFL GMs yet).
8. DSFL GMs may not suggest or encourage any send-down player under contract with an ISFL team to position switch without first obtaining permission from the send-down player's ISFL GM. Any violations of this rule are to punished at the discretion of the Head Office.
New rule:

If a player chooses to switch positions, they or the team (from the team's salary cap) must pay the proper listed amount to make the switch. The player and team can also split the fee in some way. If a player changes positions, they will reallocate 100% of their total earned (minus the appropriate position switch penalty) TPE to new attributes or traits, regardless of if the TPE was already applied to an applicable attribute or trait. No attribute may go over the maximum value allowed with the new build, even if it was above it before the position switch. When processing a position switch, the player must provide both builds on their update post. Position switches may only take place during the offseason.
3. All position switches may move and reapply 100% of earned TPE minus a percentage based on the list below. The 'penalty' percentage will be rounded in the player's favor and will be denoted on the roster page as a secondary bank. Following one full season, the secondary bank will unlock and the player may apply that TPE however they see fit. In the case of a Tier 4 swap, 15% of the amount earned at the time of the switch will be placed in a secondary bank that will unlock after one season. The remaining 10% will be placed in a tertiary bank that will unlock after the second season. Swaps to QB will follow this format as well. A user may not switch to QB if they have already changed archetypes in their career.

TL;DR: You'll notice a good number of changes. Firstly, archetype swaps will now allow a player to swap 100% of their TPE to new attributes, essentially making it a total redistribution of TPE. The price was raised back to $4,000,000 because of the change from 50% to 100%. Secondly, position switches will now have both a monetary cost and a TPE cost. The TPE cost will be temporary, and will be held in a secondary bank that the user may unlock after one season and in some cases two seasons. Both costs will be on a sliding scale based on the amount of TPE that could be realistically moved. Refer to the table in the new section of the rulebook to see exact costs for both TPE and money.
To position switch now, you must firstly list your full current build. Below that, list your total TPE and take the appropriate percentage of TPE and add it to a secondary bank. For example, if you are swapping from S to WR and you had 1034 TPE, you would say something similar to the following:
"Total TPE: 1034
Swapping from S to WR at T2 and 10% (at this point you would also insert a link to the position switch being paid for)
Movable TPE: 1034-103=931
Secondary bank: 103"
Underneath this, list the archetype you are swapping to and post the new build that you will be using. You still may only use the movable TPE in this build, and the updater will lock away your extra TPE in the secondary bank. This secondary bank will unlock one full season after the swap. If you swap in the S33 offseason, your secondary bank will unlock in the S34 offseason. If you swap to QB or make a T4 swap, you would follow this same format; however the secondary bank would unlock after one full season and the tertiary bank would unlock after two full seasons.
Being this precise will help the updaters process your swap far more easily. They will be able to figure it out but it makes our lives far easier the more clear you are, so please don't be afraid to take the extra step to make everything perfectly clear. We will never be mad about that.
I also plan to create a handy tool that will help spit out an exact formatting to use when swapping in the near future, and will circulate that tool to all GMs as well as post it in a helpful place on forums.
