Only reason your getting a 4 here is because you cant have all 5's and in my eyes this one is tailing behind in quality compared to the other 3. Just dosnt seem to have the same clarity and pop as the others.

No it's not rule at all, more of a smart ass comment. Honestly I know Cope and his work better than most and this just was not his best work and I bet you he would agree.

But you also explicitly said the only reason he's getting a 4 is because he can't get all 5's so to say it had actual cause makes zero sense. Had you left that out of the critique, it would make sense. I'm not the head grader or whatever, just giving my 2 cents from an outsider's perspective. That's all I'm going to say.
