13.5 is a very good number imo. I did the math a few weeks ago and if you are looking to be a max TPE earner with the least amount of re-allocations, your spendings would look something like this;
5 Seasons of 12M
4 Seasons of 16M
5 Seasons of 12M
So on average you would be spending 184 / 14 = 13.14M for 32 TPE.
Disclaimer: This is not a precise calculation, just to get a sense on what the average would be.

I do appreciate that you're putting the thought and effort into a more balanced solution at least. Looking at it, I like the math of the 13.5m for 32 tpe. Even I was only spending 800k a season on my relocations, so 15m may be a little steep!

It's funny to see a problem and fix the problem but then include the problem into the solution.
Should be 12 million for 32 TPE.
The problem was forcing redistribution, why take that cost into account?
