Agreed. To me, a minor tweak is adjusting the specific cost per tier so the dollars per TPE are different. Changing the amount of TPE available will always be, if not capital M-Major, at least not minor. Put it this way - if HO wanted to use multiples of 5, did they ever consider bumping the top tier up to 35? I doubt it, but that would also be a "minor" 3 TPE increase.

Would a player maxed in all stats still be able to buy equipment and pay to redistribute it to banked TPE like they could in the past or would that not be allowed any more with the new equipment?

That is still allowed. You can move TPE from your stats to your bank.

I know I am late to the party here but so much went wrong here when it could have been an unbelievably good change.
Pros of the change
1) Flexibility before maxing out.
Cons of the change
1) Still have to pay to distribute once maxed out (decision not to allow banking is so peculiar)
2) Loss of TPE overall
3)Price increase
Also, yes, this is a direct price increase. It makes zero sense to include redistribution in the old price since that is the exact thing that was broken and the reason this change was needed. So there was a decision to fix the brokenness of the system but still stick the cost on the player. The economy here is already so broken and this could have gone a long way to help fix that. Guess I go write some media to make up for it. Well a lot of media since that was stealth nerfed from double media to 1.5x media with a cute title.

Hmm... the decision not to allow banking if you're maxed seems to run counter to the point of this change.
Otherwise, I don't have a problem here. It's whatever.

Manic's Pro tip: You can bank your regular TPE and dump your equipment TPE into unimportant stats (like arm for a non-QB player) to avoid redistribution costs when you are maxed.
