I know that is what the point of the rule is, but that is not how it is phrased in the rule. It needs clarification that federation heads can talk to players if it is player initiated. As written if i was a fed head i wouldnt talk at all to anyone even if reached out to and that isnt what you want.

A Federation Head is NOT allowed to actively outreach people to convince them to join their squad. If the player initiates the conversation, the Federation Head would be allowed to chat about needs, but not actively convince the person to join their team. 

Is this a little better?
