This is a great idea. However somethings not quite thought out well.

Example: you can move teams once. However you cant talk to anyone about moving teams so you dont know that you can ever move teams. You also wont know anything about that team outside of the time where you maybe might be able to play with no confirmation in that regard. So really you are relying on people to either not move at all or not fuck themselves in a situation where they cant legally receive any help. This one might need some fixing.

To clarify this, the Federation Head CANNOT actively outreach people to join their team. There's nothing stopping a player from asking questions to Federation Heads. However, they cannot be recruited to their team. Does this clear it up a bit?

The rule is basically don't tamper people to your team (i.e. swapping to your region) you can tell people how to do it or where to find info, you just can't convince or plead them to come to your region.
