Intent shouldn't play a factor in the penalty. The rulebook has a clear penalty for a situation like this, and that guideline should be followed, even if it does seem to be harsh. What he did should be left to the updaters, or to HO when approving players, and if he wanted to remedy the errors in formatting he should have gone to HO before doing anything.

I disagree, considers how new he is to the league. Sure, if he was a vet who knew the history of this league and why editing player pages and the likes might be bad to do, but for all Pens knows, he’s just trying to help clean the league up and make it more uniform. Seems kindve excessive to make the penalty this harsh, and now the league might be losing one of its most active new members.
