For what it's worth, when I first got my mod abilities I was explicitly told to only use them when it pertains to my job.
Pens was on the PT team, and within like two day he was already taking it upon himself to edit 24 players topic names? Including bot players which GMs had made? To me, having been told that mod powers were only to be used when it pertains to your job, that definitely falls outside of the realm of "valid reasoning." That's just my opinion though.
Also don't think taking a super strict legalistic approach to the rule book is the best way to go... need to leave some flexibility to be able to deal with unique situations that come up that weren't foreseen (like shadow GMs)
