The SBA has a boisterous carryover system. people aren't frustrated by it...they're encouraged because they too will be able to take advantage. And it's not like people would be any less frustrated by coming in and seeing players with hundreds of TPE advantage over them already at the position they want, because here's the deal....if it was 5% carryover on a 1000 TPE player you're looking at 50 whole TPE. It's a nod of thanks for sticking aorund but it isn't exactly some kind of game changer that puts people insanely behind.

It's one of many many ideas and possibilities up for debate right now. Double the normal amount actually (spoiler: for this offseason, the rules summit is double the number of possible rule proposals).

And it actually has a decent chance of passing, actually.
