One thing to remember here is that all the GMs knew the S4 draft was going to be awful. We all knew about the DSFL coming and how that would affect the incoming class. Trying to rebuild on S4 picks was an oversight by the management of these teams. How they ended up with so many, could also be explained by the other teams being more willing to deal them knowing all this.
