I think mock draft fix still doesn't eliminate the reason and source for leaks and it being controversial, just minimizes its effects.

Yeah it's gonna be hard to eliminate leaking, but hopefully the penalties for leaking and the reduced TPE gain will have people thinking it isn't worth it to leak draft info.
