Atwell is not a third string WR. We run a #1 and a 2A and 2B and stack our DCs appropriately to balance the volume between them. We can't control who the sim feels like targeting on the goal line between those two players, but we can control so that they get roughly equal targets which they have (Atwell 75, Westfield 80)

Definitely, you are trying to balance, but Atwell still has the least amount of catches/targets of those three, which technically means is behind Crush/Westfield on the depth chart.

Only 2 teams are using this tactic, NOLA and YKW.

Hawks are using 20/100 out of instead, Yeti 35, Outlaws 40. So it's more balanced across the league but still results in league records in that category.

Two 1100+ yard seasons is pretty good for a third string WR, I guess.

It definitely is, I'm not saying otherwise. Just for a player that is behind two more advanced WRs lack of TDs didn't strike me as surprising or particularly weird.
