I mean that makes sense, but couldn't an issue like that be covered on a case by case basis? If someone is found to be acting unethically, they get punished based upon a rubric system that the head office puts in place. I think strictly outlawing agency groups is trigger happy authority, and makes the head office appear to lack a regard for the user base and more protect the general managers.
