The scale is as follows:
0-50 - costs 1 TPE to go up 1 point
51-70 - costs 2 TPE to go up 1 point
71-80 - costs 5 TPE to go up 1 point
81-90 - costs 10 TPE to go up 1 point
91-100 - costs 15 TPE to go up 1 point


So you can put 1 point into anything below 50 and have it raised by 1. You may also bank or apply TPE in fractions.

So adding another point to something like Hands would be as follows:

+1 to Hands (62->62 1/2)
