The other rule about retirement position changes ALSO comes right after Baltimore has taken advantage of it. For this one, I think this had more to do with it just not having been a thing in the past, but it doesn't help.
I mean most rules changes in this league have come just after teams exploited them. That's why they were changes. And right now, a fair argument could be made (from your article) that almost every team could be considered a threat to Baltimore. As for Baltimore GM's voting or personal opinions on those rules we can just ask them.
I do agree about that window of time for the rules to take effect though. That would seem rather cut and dry.
