Proposal to HO Punishment Process

The recommendation is their vote. What, you want another vote where the appeals board will suddenly vote against their own proposal?

Bear in mind that HO outnumbers the appeals board and that neither entity is likely to be unanimous in their initial finding. I can't say you don't make a fair point, but it is also unlikely HO will vote against their own proposal, either. Bias affects everyone, after all.
