What you posted is the base build for Speed Backs, you actually start out with 50 TPE you can use to improve your starting attributes. Let me know when you've added that TPE and I'll get you approved! Make sure to follow the update scale - TPE doesn't always improve an attribute at a 1-to-1 rate:
0-50 - costs 1 TPE to go up 1 point
50-70 - costs 2 TPE to go up 1 point
70-80 - costs 5 TPE to go up 1 point
80-90 - costs 10 TPE to go up 1 point
90-100 - costs 15 TPE to go up 1 point
