You earned 37 TPE on this last update, but tried to spend 38. 30 moving speed from 80 -> 83, and 8 trying to increase hands by 4. Because you only had 7 TPE left after the 30 you spent on speed, you were only able to increase hands by 3 1/2, as each point costs 2 TPE in the 50-70 range.
