You trade some of your pre-regression time (in which you suggest they are playing catch up anyway) for a ... higher draft position? Sounds like a pretty bad trade to me.
And then altering the size of draft classes to balance them out doesn't have a net benefit either, as far as I can tell... given the other changes that would be required to facilitate it.
Thing is, I don't even have a problem with this idea. I just don't see how/why it helps anyone.
Essentially, draft position doesn't matter once you are drafted. But it adds flavor to the league. This adds to what people can write about for media. It might not matter specifically to you, but it does matter to others. And for players that want to or know they will be playing in the dsfl anyways, why not have the chance for a higher draft position if it doesn't change anything else in the league? Or they realize that the outlaws don't have any picks this season, so they defer their draft class so as to maybe get drafted by the outlaws (psh, who wants to be drafted by the outlaws).
Or maybe a team trades up to #1oa only to find out that Bjorn has decided to defer his draft class. That would force teams to be more cautious moving up and down the draft board and allow for more off-season trades to happen.
