13.5 is a very good number imo. I did the math a few weeks ago and if you are looking to be a max TPE earner with the least amount of re-allocations, your spendings would look something like this;

5 Seasons of 12M
4 Seasons of 16M
5 Seasons of 12M

So on average you would be spending 184 / 14 = 13.14M for 32 TPE.

Disclaimer: This is not a precise calculation, just to get a sense on what the average would be.

I do appreciate that you're putting the thought and effort into a more balanced solution at least. Looking at it, I like the math of the 13.5m for 32 tpe. Even I was only spending 800k a season on my relocations, so 15m may be a little steep!
