S19 Equipment Changes

Hmm... the decision not to allow banking if you're maxed seems to run counter to the point of this change.

Otherwise, I don't have a problem here. It's whatever.

Sorry for just now catching up to all this but it is counter to one of the points of the change. In fact the rule itself says that "The once per season equipment purchases will be replaced by once per season coaching purchases that do not specify how the TPE is used."

This is a unilateral change to the rule by HO.
