You know what the right thing to do is, and, as a player, I would be proud to be on the same team that you possibly GM or play for in the future.
Not going to try and dissect all of this, but there already are penalties in place for HO members or GM's not voting at all. Directly from the rulebook "Each team that does not have any required voting done by the deadline will be fined $2,500,000 in cap space. Every HO member will be fined to their bank account for the same lack of voting."
