*4th Downs and Surrender Punts

@infinitempg my guess about the sim getting more aggressive down 9 is just the whole two score factor. Punt within one score and you have a chance, punt within two scores and thats a true surrender ya know

I mean, so is 10. But yet the sim is twice as conservative in that situation. Doesn't make sense.
