basically what's going on is we have PHI > YKW x2 (by 26.5 points between the two games) and SJS (by 35) but PHI also < COL (by 13.5), CHI (by 22.5), and BAL (by 29.5). So it's trying to find a rankings where all of those point differences can be satisfied. Meanwhile each of those teams have their own point differentials to satisfy, etc, etc. So Philadelphia just winds up there. Doesn't mean they are bad, just ranked as... kinda mediocre.
But you can kind of see a slight flaw in this with the way NOLA is ranked. Despite losing to Arizona by 18, losing to SJS, and losing to YKW at home (less bad, but it counts as a loss by 14.5 because NOLA were home), they find themselves ranked 3rd overall largely because their loss @ OCO, who this ranks #1, was only by 10 points (or 5.5 when factoring in home field advantage). So, like I mentioned above, when the calculation runs, it's looking for a scenario where NOLA is only 5.5 points below OCO, which kind of inflates their ranking.
