I mean in some sense the GMotY award is a story award. Portland's GMs stepped up at the last second in a time of a lot of turmoil, and the GMs themselves deserve recognition for that, terrible season or not. Norfolk was also able to get a fairly respectable season right off expansion. NSFL GMotY awards frequently go to the most improved team rather than the best team, because that means the GMs were able to successfully work their butts off to rebuild a franchise.
The story aspect should really be accounted for since the GM award goes to a person's actions outside of the sim - not saying MB shouldn't have gotten more votes (IMO they really should have) but looking only at stats kind of diminishes the real-world aspect of the award.
